My Braun juicer has not been used for a few years. Could it be stuck?

When I turn it on, the movable part (like a flat circular plate) just does not turn. Could it be stuck? What can I do?

it sounds like the (circular plate) is not engaged to the motor. try tapping down on it with a wooden handle.
